Who takes real complaints about your local justice system?

i have something like 5 different reports all implicating the same two individuals at the same address within a two month period. the problem i'm having coordinating the 5 different detectives working separately on these fairly intricately intertwined cases is dizzying to say the least. noone has been cooperative, nobody talks with the other, i've seen property of mine ordered to different owners and not one charge has been brought on either of the obvious people responsible or even a citation!?!? my question is who takes care of a complaint which points a very dissapointed finger at several government employees from several public service/judiciary entities? also is there some statute which precludes a criminal liability from a particular number of civil offenses? or amount of civil damages sustained?
