If a dead beat dad pays child support is he still considerd a dead beat dad?

I haven't talked to my ex in many months.It's going on a year now but last time I talked to him he said he knows people who have kids that look just like them and they still don't take care of them as if he's somehow better just because he pays c/s.He's seen his child once in his like despite the many opportunities I gave him to see her.And he's never don't anything at all or gave anything except court ordered c/s.So I consider him a deadbeat.So what do you guys think of men who pay c/s but do noting else.Are they considered dead beats?
