Just ordered power supply and only 23 pins?

Ok so i recently just ordered my corsair CX600 power supply and found that for the mother board power pins that it only had 19 sockets (then a plus 4 addition) but it had the slot for that 20th but there were no wires connected to it and no meddle you can just look straight threw it is this normal or is this a defect?
